If a taxing jurisdiction has adopted freeport, it will impact the amount of FTZ savings related to inventory tax. You should identify the applicable taxing jurisdictions for your company’s location and then determine whether the jurisdictions have adopted freeport. The applicable county assessor's website will be very useful in gathering information on the different jurisdictions, taxing rates and freeport. The calculation assumes all the taxing jurisdictions have adopted Freeport. Note that the FTZ savings amount will be larger if the facility is located in a non Freeport jurisdiction/s.
This calculator assumes that only imported merchandise qualifies for FTZ inventory tax savings. Savings may be greater if domestic merchandise also qualifies. FTZ inventory tax savings applies to "Tangible personal property imported from outside the United States and held in a zone ... and tangible personal property produced in the United States and held in a zone for exportation..." 19 USC § 81(e)o.

One Turn Cash Flow Savings - Perpetual Duty Expense Deferral
Importers can obtain a long-term cash flow savings advantage by “permanently” deferring the payment of duty for one inventory turn of merchandise held in a zone for as long as the zone remains operational.

This calculator should be used only as a guide in calculating potential FTZ benefits. It provides only gross savings estimates, and does not take into account FTZ operations. Typically, companies with FTZ gross savings of over $100,000 may find the FTZ an attractive option.

We encourage companies to conduct a formal cost benefit analysis to arrive at a more accurate savings number. There may be additional savings opportunities not addressed by the above calculator. The cost benefit analysis will also allow a company to evaluate any operational impact of the FTZ on the company's current operations.
