Jeffrey Tumlin Selected as keynote for Regional Growth Solutions

Jeffrey Tumlin, Principal and Director of Strategy for Nelson Nygaard, will serve as the keynote speaker for the Greater Austin Chamber’s regional conference, Making Central Texas Work!.

The half-day summit, to be held October 30 at the JW Marriott, features three engaging panel discussions followed by keynote speaker Jeffrey Tumlin, an expert in helping communities achieve wider goals and best utilize their limited resources. The event will conclude with a reception with mayors, elected officials, and community leaders.

As a national community expert, Tumlin will offer his advice on how the Central Texas region can move from strife to resolutions, the importance of water, electricity, infrastructure, and land use.

Keynote Speaker


Jeffrey Tumlin
is the Director of Strategy at Nelson\Nygaard, a San Francisco-based transportation planning and engineering firm that focuses on sustainable mobility. For more than twenty years, he has led various city plans and delivered many global lectures. His major development projects have succeeded in reducing their traffic and CO2 emissions by as much as 40 percent and accommodated millions of square feet of growth with no net increase in motor vehicle traffic. These projects have won awards from the U.S. General Services Administration, Institute of Transportation Engineers, American Planning Association, American Society of Landscape Architects, Congress for the New Urbanism, and Urban Land Institute. Prior to Nelson/Nygaard, Tumlin was the interim director of Oakland’s first Department of Transportation. In this role, he helped the city create the new department and develop its first budget, including allocating a $350 million infrastructure bond that voters approved by 82 percent in November 2016. He is the author of Sustainable Transportation: Tools for Creating Healthy, Vibrant and Resilient Communities.

Panelists

Pete Winstead is a founding shareholder of Winstead PC. His early professional career was in the field of federal taxation and related matters, and as a former chair of the Section of Taxation, State Bar of Texas, he remains active in advising clients on many corporate and business transactional matters, but primarily in a planning strategies role.


Clara Beckett is in her fourth term serving as Bastrop County Commissioner for Precinct 2. As a member of the Commissioners Court, Beckett exercises broad policy-making authority including the adoption of the country budget and tax rate and maintaining all county buildings, roads, bridges, and facilities. This year Beckett received a Distinct of Honor award from the Bastrop Chamber of Commerce for her service to the greater Bastrop Community and leadership in recovery efforts from natural disasters over the past six years. She serves as Vice-Chair of the Capital Area Metropolitan Planning Organization Policy Board and as a member of the Capital Area Regional Transportation Planning Organization (CARTPO) Board and the Regional Transit Coordination Committee (RTCC) advisory board.


Jeff Dailey serves as the Deputy Executive Director of Central Texas Regional Mobility Authority. In this role, Dailey helps the organization improve transportation solutions in the Williamson and Travis Counties through innovative and multi-modal transportation options that reduce congestion and create transportation choices that enhance the quality of life and economic vitality of the region.


Wade Cooper serves as Chairman of the Board of Capital Metro. He is currently the firm-wide managing partner for Jackson Walker, L.L.P., a Texas-based law firm with more than 350 attorneys. His duties are those of the chief executive officer of the firm, and he chairs two of the major committees of the partnership: the Management Committee and the Compensation Committee. Cooper began his practice with Jackson Walker in the Dallas office in 1981. In 1997, he moved to Austin to establish a new office for Jackson Walker. Cooper is also a former chairman of the Downtown Austin Alliance (DAA) and is currently a member of the organization's advisory board.


Terry McCoy serves as the Austin District Engineer for Texas Department of Transportation. A TxDOT veteran since 1989, McCoy has collaborated with many agencies in leadership in the Central Texas region to deliver safe, reliable, and integrated transportation system that enables the movement of people and goods. McCoy is a recipient of the Luther DeBerry Award from the Texas Transportation Institute for his outstanding contributions to the State of Texas in the field of transportation.


Gerald Daugherty serves as Travis County Commissioner of Precinct 3. For the past two decades, Daugherty has been adamant about the importance of transportation and believes that roadway capacity and intersection improvements are the most important components of helping with our traffic. As commissioner, Daugherty continues to work to help keep county taxes at bay and to shape the future of transportation projects for the Travis County area.


Celia Israel serves as Texas State Representative for Austin. In this position, Representative Israel serves on the House Transportation and Elections Committees, focusing on congestion relief, public safety, multimodal innovation, and making it easier for Texans to vote. Representative Israel also serves on the Transportation Sub-Committee on Long-Term Infrastructure & Planning and the Select Committee on State Real Property Data Collect, Report & Assess. She is a member of the Legislative Study Group, the Innovation and Technology Caucus, the Women's Health Caucus, and the Mexican American Legislative Caucus.


Will Conley serves as the Commissioner of Precinct 3 for Hays County. For the past 13 years, Conley has gained a reputation amongst residents of the greater San Marcos and Wimberley Valley as a forward thinking commissioner. His pioneering work in Hays County made historic safety improvements to local roadways, constructed new bypasses and overpasses, and established transportation plans to prevent future traffic congestion. Commissioner Conley serves as is a board member of the Austin-San Antonio Intermunicipal Commuter Rail District and Capital Area Council of Governments, working to make Hays County an integral part of Central Texas’ exciting future.


Kevin Wolff serves as the Commissioner of Precinct 3 for Bexar County. Precinct 3 is home to the University of Texas at San Antonio (UTSA), six school districts, and includes major employers such as USAA, Valero Energy, Tesoro, Clear Channel and NuStar Energy. In this role, Wolff represents approximately 450,000 residents and is responsible for budgetary, tax, and revenue decisions, as well as all personnel decisions except for those that are either elected or appointed by the judiciary or other committees.


Ray Wilkerson is the president and CEO of Ray Wilkerson Companies, Inc. He is currently Chairman and Presiding Officer of the Central Texas Regional Mobility Authority appointed by Governor Rick Perry. He is a board member of Colorado River Foundation Tributary League Endowment and Board Member of the Colorado River Land Trust. He is a founder and board member of the HeartGift Foundation which has provided life-saving heart surgery for over 235 children from 30 countries. Wilkerson is former Chairman of the Lower Colorado River Authority (LCRA), appointed by Governor Rick Perry. He was honored by the LCRA through the dedication of the Wilkerson Center for Colorado River Education in January 2009.


Kirk Watson serves as the Texas State Senator for Austin. In this role, he represents most of Travis County and all of Bastrop County in the Texas Senate. His priorities center on education, health care, transportation, budget transparency, and state employees. Prior to this role, Senator Watson was the former Mayor of Austin and has been described by Texas Monthly Business Magazine as the “man with a vision of what the community wants and the moxie to carry it out."


Steve Adler is Austin’s 52nd Mayor and the first to serve under the city’s new 10-1 council system. In this role, Mayor Adler strives to move the city forward in a way that is inclusive, innovative, and intentionally improvisational. For over 20 years, he worked with and chaired many of Austin’s large civic and non-profit boards. He has fought discrimination and promoted the benefits of diversity as chair of the Anti-Defamation League. As board chair of the Texas Tribune, he helped build a business model for the thoughtful, factual and independent media Texas needs. He has worked to expand opportunity for girls, women and first-generation college students as a board member of GEN-Austin and Breakthrough. At the Long Center and as chair of Ballet Austin, he helped ensure that all our communities have access to the arts.


Dale Ross serves as the Mayor of the City of Georgetown. Ross has lived in Georgetown for over ten years and has 33 years of management experience in the private sector as a business owner, public servant, and philanthropist. Ross is a Certified Public Accountant and President and Founder of L. Dale Ross, CPA, P.C. located in Georgetown. He and his wife, Mickie, live in the old town section of Georgetown with their cat Lillie.


Craig Morgan serves as Mayor of Round Rock. Prior to being elected to his current seat, he served as Councilmember of Place 1 and as Mayor Pro-Tem in June 2016. Morgan, who is a Round Rock attorney and active member in the Round Rock community, serves on numerous boards including the St. David's Round Rock Medical Center Board of Trustees, Capital Area Metropolitan Planning Organization Policy Board (CAMPO) and the Round Rock Campus Advisory Committee for ACC. He is also a current member of the Rotary Club of Round Rock.


Barron Casteel serves as the Mayor of New Braunfels. Raised in New Braunfels, where he and his sister grew up on Rio Drive along the Guadalupe River on Lake Dunlap, Mayor Casteel is committed to providing the best service to citizens and visitors. As Mayor, his primary goal has been to engage citizen input and to facilitate each council member’s policy goals and directions within New Braunfels’ strong City Manager form of government.


Phil Wilson is the Lower Colorado River Authority’s (LCRA) 11th general manager. In this role, he serves as the organization’s chief executive officer and carries out LCRA Board policy, manages LCRA's relationships with its customers and stakeholders, appoints and directs executive staff, and oversees projects and operations that support LCRA's public service mission. Prior to joining LCRA, Wilson was executive director of the Texas Department of Transportation. Under the direction of the Texas Transportation Commission, he managed, directed and implemented TxDOT policies, programs, and operating strategies. He also represented TxDOT before the Texas Legislature and other entities.
