Addressing homelessness requires more than temporary solutions. It requires partnerships, innovation, and a long-term commitment to creating opportunities for people to rebuild their lives.

Austin's Esperanza Community is an example of how public agencies, nonprofits, and private-sector partners can work together to transform underutilized land into a place of hope, stability, and opportunity.

Located near Austin-Bergstrom International Airport along US-183, Esperanza Community is a non-congregate emergency shelter managed by The Other Ones Foundation (TOOF) on land owned by the Texas Department of Transportation (TxDOT). Today, the community serves approximately 200 residents and is preparing for future expansion.

Reimagining an Underutilized Site

Before becoming Esperanza Community, the site served as a TxDOT laydown yard, which had evolved into a large homeless encampment consisting primarily of tents and makeshift living areas.

The Other Ones Foundation secured a strategic right-of-way land lease from TxDOT to transform the site into a high-density community. Initial plans called for a large congregate shelter, but resident feedback prompted stakeholders to reconsider this approach.

The result was a non-congregate structure community designed to provide residents with greater privacy, dignity, and stability. The development features individual housing units supported by shared community amenities, including restroom and shower facilities. More importantly, the community serves as a transitional environment where residents can access employment opportunities, supportive services, and resources that help them move toward permanent housing.

Housing Paired with Opportunity

The Esperanza Community was designed around the idea that housing is only one piece of the puzzle for individuals experiencing homelessness. To promote long-term stability, residents need resources that provide them with a pathway to stability. Esperanza Community provides residents with access to workforce development programs and educational opportunities that help address the root cause of housing instability and support self-sufficiency.

Austin Community College offers courses directly on-site, including HVAC, automotive, and welding, among other vocational training programs that help residents develop marketable skills and pursue sustainable career paths. By integrating shelter, education, and workforce development into a single community, Esperanza creates a foundation for lasting change.

Building Through Collaboration

The success of Esperanza Community reflects the power of strong public-private partnerships. TxDOT provided the land, while TOOF oversees community operations and resident services. Project consultants and engineering partners contributed expertise to help transform the site into a safe, functional, and accessible residential community.

From a civil engineering perspective, the project overcame the rigid constraints of a heavily paved, zero-yield TxDOT industrial site through thoughtful site planning and strategic layout design. To satisfy complex emergency fire access requirements without placing an undue financial burden on philanthropic capital, the team engineered a single, centrally located fire lane culminating in an optimized turnaround corridor. This design reduced infrastructure costs while maintaining municipal code compliance and establishing a walkable pedestrian spine that connects the residential neighborhoods on either side of the fire lane. Furthermore, the team avoided site-wide grading overhauls by implementing drainage mitigation strategies. This included specialized asphalt-profile sections that function as curbs to channel stormwater away from low-lying areas and into strategically placed inlets. By introducing pockets of soft landscaping and green spaces to a site that was previously 100% impervious cover, the design improves drainage performance while creating outdoor spaces for community gathering.

Much of the initial engineering support for Phase 1 was provided on a fully pro bono basis, reflecting the project's mission-driven focus and broad community support.

Looking Ahead to Phase 2

With Phase 1 complete, planning is underway for the next chapter of Esperanza Community. Future expansion will seek to increase shelter capacity while preserving the site's existing character and environmental assets.

Potential improvements under consideration include additional fire access routes, new easements, strategies to minimize grading impacts, and efforts to preserve mature trees wherever possible. As planning continues, stakeholders remain focused on balancing growth with sustainability and resident well-being.

A Model for Community Impact

Esperanza Community demonstrates how creative thinking and cross-sector collaboration can produce meaningful solutions to complex social challenges. By repurposing underutilized public land, combining housing with workforce development, and bringing together public agencies, nonprofits, and private-sector expertise, the project offers a model for addressing homelessness in a way that creates lasting opportunity.

The impact of Esperanza Community was recognized at the 2026 ULI Austin Impact Awards, where the project received the 2026 Most Influential Project Award.

As Austin continues to grow, projects like Esperanza Community highlight the importance of partnerships that not only provide shelter, but also create pathways to employment, education, and long-term stability for some of the community's most vulnerable residents.
