Chamber Efforts Yield $82 Million in College Financial Aid for Q1 2012

Over 8,000 college bound Central Texans can expect to receive a share of approximately $82 million in federal, state, and institutional college financial aid, thanks in part to the Chamber’s Financial Aid Saturdays Program. The Chamber mobilized 500 trained business, education, and community volunteers to assist with roughly 1,500 financial aid filings across 15 Central Texas school districts. The Chamber also spearheaded a multiplatform public awareness campaign to promote financial aid filings across Central Texas, and continues to work towards a goal of 12,123 filings yielding $110 million for college-bound Class of 2012 students. Support a College-going Culture – Wear a College T-Shirt Today

The Texas Higher Education Coordinating Board’s Generation Texas campaign is encouraging business and community groups in our region, and across the state, to don college t-shirts as part of its “GenTX Day” campaign today. The effort aims to create a statewide college-going culture and features Vince Young as spokesperson. Chamber member E3 Alliance, under a grant received from the THECB, is coordinating GenTX day events across Central Texas. Volunteers Needed for Financial Aid Saturdays Program

The Austin Chamber of Commerce is seeking volunteers to assist with Financial Aid Saturday Program (FAS) events across 15 Central Texas school districts. These events run from February through March 2012, and provide assistance to high school seniors/parents needing help to complete complicated, and time-sensitive, federal and state financial aid applications necessary to fund college enrollment.

The FAS series is a key element of the Austin Chamber’s regional college matriculation strategy to increase direct-to-college enrollment from 61 percent in 2010, to 70 percent by 2015. The program is part of a larger effort to ensure our region is able to meet future talent demands.

Interested volunteers are asked to register for one of five volunteer training sessions occurring on:

• January 12, 2012: Lanier HS, 1201 Payton Gin Rd Austin, TX 78758, (RM. College and Career Center)

• January 17, 2012: RRISD Technology Center, 7700 Cornerwood Dr., Austin, 78717 (Rm. Lab)

• January 19, 2012: Pflugerville HS, 1301 West Pecan Pflugerville, TX 78660, (Computer Lab F108)

• January 24, 2012 Connally HS, 13212 North Lamar Blvd. Austin, TX 78753, (Computer Lab RM. TBD)

• January 26, 2012: Goodnight Middle School, 1301 Hwy. 123 San Marcos, TX 78666. (Lab Lab B-105)

All volunteer training sessions run from 11:30 a.m. to 1:00 p.m. on the dates listed above with lunch provided.

Volunteers must RSVP below to attend training sessions, but may choose to attend the session that is most convenient to them. Once volunteers have gone through training, we ask that they commit to help at two 2012 Financial Aid Saturday events on the attached event schedule.

Thanks to volunteer support in 2011, the Financial Aid Saturdays Program and regional aid campaign, contributed to 11,277 first-time completed federal student aid filings in the Austin MSA. Based on NCES average federal, state and institutional student aid award data, these filings yielded approximately $103 million in aid to college bound students and their families.

The program goal for 2012 is to increase regional FAFSA filings by 7.5 percent over Q1, 2011. Achieving this filings increase, would boost our region’s first-quarter FAFSA filings from 11,277 to 12,123 and yield roughly $110 million in financial aid to help Central Texas college-bound students and their families afford college in 2012.

The Chamber is working with15 Central Texas school districts to execute 36 financial aid completion events throughout metro Austin between February and March 2012. All Financial Aid Saturday events will run from 8:30 a.m. to 12:30 p.m. on their respective dates and provide support to students and families who may need help completing the Free Application for Federal Student Aid (FAFSA) and the Texas Application for State Financial Aid (TASFA) to help pay for college. These forms are the primary conduit for grants, work-study, scholarships and other aid that may make the difference between a student enrolling or not enrolling in college immediately after high school.

Metro Austin at 95% of National Cost of Living Index

The ACCRA Cost of Living Index annual average data for 2010 appeared last week showing Austin’s cost of living is 95.5% of the national average. The membership of the Council for Community & Economic Research (C2ER), including the Austin Chamber, conducts the cost of living survey three times a year.

Among the 318 urban areas that participated in the 2010 surveys, the after-tax cost for a professional/managerial standard of living ranged from more than twice the national average in New York (Manhattan) to over 17% below the national average in Harlingen, TX.

Higher Graduation Rates: Why Austin ISD must become more efficient on its facilities

At the Monday Austin ISD Board of Trustees work session, the chair of the Trustee-created 72-member Facilities Task Force, Janet Mitchell of The Mitchell Group Consulting, discussed the primary reason why Austin ISD school district should focus on increasing efficiency in the Austin ISD facilities master plan.  Ms. Mitchell discussed that between $25 and $30 million could potentially be moved from supporting demonstrably under-enrolled schools to funding key efforts to improve student outcomes in Austin ISD’s strategic plan.

Austin ISD’s strategic plan, adopted unanimously by Trustees in December 2009, defines the tremendous possibility if the strategic plan targets are met in 2015: 90% high school graduation rate, 77% direct to college enrollment rate, 70% college/career readiness rates, all students demonstrating math, reading and writing on grade level.

The Facilities Task Force examined six primary factors in coming up with potential consolidation:

  • Educational enhancement
  • Efficient utilization
  • Cost savings
  • Facility condition
  • Future growth
  • Community impact

As an example, Austin ISD has not made much, if any, improvement in its high school graduation rate for nearly 7 years, according to the state’s Academic Excellence Indicator System.  Hispanic and African American high school graduation rates are less than 70%.  Savings from more efficient use of facilities – and other budget prioritization – can finally make some improvement.

The Facilities Task Force will hold two public hearings this week: January 12 at the Delco Center at 6pm and January 13 at the Burger Center in Southwest Austin.  The Facilities Task Force will return to the Board on February 14 with preliminary recommendations for their feedback.  The school board should receive the plan by the end of March.
